I need some help with UNIVERSAL YOU (for the guitarfreaks)

I know how to play the whole song but I have problems with that funny fills during the solo and the part when Ian sings: "I want you to know this....."

I also have no idea which sound/effects Billy uses with that part, it sounds a little bit like Flange or a bit Vibe or something:puzzled::puzzled::puzzled:

can anyone help me???:puzzled::puzzled::puzzled:
